Gautam Adani Champions Dharavi Redevelopment as Mumbai’s Most Transformative Urban Project

MUMBAI — Gautam Adani, Chairman of the Adani Group, has hailed the Dharavi Redevelopment Project as the company’s most transformative initiative to date, underscoring its potential to uplift over one million residents and reshape Mumbai’s urban landscape. The project, a joint venture between the Maharashtra government and the Adani Group, is poised to be one of Asia’s largest urban redevelopment endeavors.

A Vision for Transformation

Spanning 640 acres, the Dharavi Redevelopment Project aims to convert the densely populated slum into a modern, integrated urban hub. The initiative is being led by Navbharat Mega Developers Pvt Ltd (NMDPL), a special purpose vehicle formed between the Maharashtra government’s Slum Rehabilitation Authority (SRA) and the Adani Group’s Dharavi Redevelopment Project Private Limited (DRPPL). The project is anchored in three guiding principles: driving economic change through redevelopment, building resilient ecology and infrastructure, and fostering an equitable Dharavi.

Economic and Social Implications

The redevelopment is projected to unlock approximately 140 million square feet of free-sale space, potentially generating between ₹1.2 lakh crore and ₹1.7 lakh crore in revenue. This includes significant earnings from Transferable Development Rights (TDR) and commercial spaces. The project is expected to infuse ₹95,790 crore into rehabilitation efforts, including the construction of 72,000 units at no cost for current residents.

Despite the optimistic outlook, the project has faced criticism and legal challenges. In December 2024, the Bombay High Court dismissed a petition that questioned the award of the redevelopment contract to the Adani Group, citing no evidence of favoritism in the bidding process. However, some political parties and residents have expressed concerns over potential displacement and the adequacy of compensation and rehabilitation measures.
