The Modi government, through the GST Council, announced a major restructuring of India’s Goods and Services Tax (GST) framework on Thursday. Termed “GST 2.0,” the reform aims to simplify tax slabs, ease the burden on consumers, and promote economic growth. The new rates are scheduled to take effect from September 22, 2025, just ahead of the festive season.

Key Changes in Tax Structure:
GST 2.0 reduces the existing four-tier tax structure to three slabs:

  • 5% – Essentials and household items
  • 18% – Standard goods and services
  • 40% – Luxury and “sin” goods

The government said this simplification will improve transparency, reduce compliance complexities, and make it easier for businesses and consumers to navigate the tax system.

Consumer Relief Measures:
Essential goods and services will see significant tax reductions. Items such as UHT milk, paneer, Indian breads, and packaged foods like namkeen, cornflakes, butter, and ghee will attract zero or reduced GST. In addition, 33 life-saving drugs and most other medicines will move from a 12% tax rate to zero or 5%, easing healthcare costs for millions.

Luxury and Sin Goods Tax Hike:
The 40% top tax slab applies to products deemed non-essential or harmful, including tobacco products, aerated drinks, and luxury vehicles. The government said this measure is aimed at discouraging unhealthy consumption while generating revenue from high-end goods.

Support for Startups and MSMEs:
GST 2.0 also targets small businesses and startups by streamlining compliance, expediting input tax credit (ITC) refunds, and reducing taxes on key inputs. Sectors expected to benefit include Agri-Tech, Health-Tech, Ed-Tech, and Renewable Energy startups.

Economic Implications:
While analysts estimate a revenue shortfall of ₹480 billion ($5.6 billion) due to the tax cuts, officials believe increased consumption and simplified processes will offset the losses. Experts predict that GST 2.0 will stimulate demand, support businesses, and boost India’s competitiveness globally.

With the new GST regime coming into effect from September 22, 2025, both consumers and businesses across India are expected to experience the impact of this historic tax overhaul. Stakeholders will closely monitor its effect on pricing, consumption patterns, and economic growth.
