Prime Minister Modi to Visit Bhutan on November 11–12 to Boost Bilateral Cooperation

In a significant diplomatic move, Prime Minister Narendra Modi is scheduled to visit Bhutan from November 11 to 12, 2025. The two-day trip aims to reinforce the long-standing bilateral partnership between the two nations, with a particular focus on energy cooperation, connectivity, and infrastructure development. The visit will also coincide with the 70th birthday celebrations of former King Jigme Singye Wangchuck, adding a ceremonial dimension to the diplomatic agenda.

A key highlight of the visit will be the inauguration of the 1,020 megawatt Punatsangchhu-II Hydropower Project, a landmark Indo-Bhutan collaboration that was commissioned in August 2025. Funded through a mix of Indian grants and concessional loans, the project is expected to boost Bhutan’s electricity generation capacity by around 40 percent. With India serving as Bhutan’s largest power export market, the new facility is set to strengthen regional renewable-energy integration and deepen the strategic energy partnership between the two countries.

Beyond energy cooperation, the visit will also focus on enhancing physical connectivity between the two nations. Prime Minister Modi is expected to review progress on two major India-Bhutan rail-link projects: the Kokrajhar–Gelephu rail link connecting Assam to southern Bhutan, and the Banarhat–Samtse rail line linking West Bengal to southwestern Bhutan. Together covering approximately 89 kilometres, these rail lines will cater to both passenger and freight traffic. They are anticipated to improve Bhutan’s access to Indian transportation networks, lower logistics costs, and promote industrial growth in border regions such as Gelephu and Samtse.

While development cooperation remains the cornerstone of India-Bhutan relations, strategic considerations also shape the context of the visit. Bhutan’s geostrategic location along India’s northern frontier and the backdrop of the 2017 Doklam standoff underscore India’s emphasis on maintaining close ties with the Himalayan kingdom. The visit aligns with India’s “Neighbourhood First” policy, which prioritizes strengthening partnerships with neighboring countries through economic and infrastructural support. Strengthening Bhutan’s connectivity and energy infrastructure not only supports its economic growth but also enhances India’s role as a trusted regional partner. Bhutanese Prime Minister Tshering Tobgay has described these engagements as a reflection of “trust, goodwill, and regular high-level exchanges” between the two countries.

The timing of the visit adds cultural and symbolic significance. It coincides with celebrations marking the 70th birthday of former King Jigme Singye Wangchuck, who is widely respected for modernizing Bhutan and promoting India-Bhutan friendship. Ceremonial events, cultural exchanges, and public diplomacy will accompany the official meetings and project inaugurations, highlighting the depth of the two nations’ relationship, which extends beyond economic cooperation to shared traditions and mutual respect.
