Bihar NDA Set to Form New Government as Nitish Kumar Prepares to Return as Chief Minister

Bihar Assembly NDA meeting

The National Democratic Alliance (NDA) in Bihar is moving swiftly toward government formation after securing a resounding mandate in the recent Assembly elections. With 202 of the 243 seats, the alliance has positioned itself for a smooth transition, led once again by Janata Dal (United) chief Nitish Kumar, who is expected to take oath as Chief Minister for a record tenth term on November 20.

Resignation and Transition Process Underway

Nitish Kumar is scheduled to convene the final meeting of his outgoing cabinet today at 11:30 a.m. A resolution to dissolve the current government is likely to be passed, after which he will submit his resignation to Governor Arif Mohammad Khan. This step is procedural but essential before the NDA formally stakes its claim to form the new government.

Following this, newly elected NDA legislators are expected to meet and re-elect Nitish Kumar as their leader, paving the way for the alliance to move collectively to Raj Bhavan to present their claim.

Cabinet Allocation Talks Gain Momentum

Power-sharing discussions within the NDA are in full swing, with alliance partners working to finalize the structure of the new cabinet. According to political observers and internal sources, the cabinet formation is likely to follow a proportional representation model based on each party’s electoral contribution.

Preliminary estimates for cabinet berths are as follows:

PartyEstimated Ministerial Seats
Bharatiya Janata Party15–16
Janata Dal (United)Around 14 (plus Chief Minister)
LJP (Ram Vilas)Approximately 3
HAM-Secular1
Rashtriya Lok Morcha1

Sources indicate that both the BJP and the LJP (Ram Vilas) are likely to secure a Deputy Chief Minister position—an arrangement aimed at ensuring balanced representation for key partners in the coalition.

The NDA aims to finalize government formation before November 22, the date by which the current legislative term expires. Leaders, including LJP (RV) national president Chirag Paswan, have stated that the blueprint for the new government is nearly ready.

Strong Mandate, Stronger Expectations

The scale of the NDA’s victory reflects a significant endorsement from voters. Nitish Kumar’s leadership remains central to the alliance, with his return signalling continuity, experience, and a renewed commitment to development.

The cabinet composition is expected to blend seasoned governance with the inclusion of younger leaders from allied parties. Political analysts assert that this structure could strengthen NDA unity and help maintain stability over the next five years.

However, the coalition also faces the perennial challenge of balancing diverse interests. While larger parties expect influential portfolios, smaller partners will seek representation that matches their expectations. Striking the right balance will be crucial for long-term cohesion.

Path Ahead

With the swearing-in ceremony scheduled for November 20, the NDA is operating on a tight timeline. Once the cabinet is announced, the focus will quickly shift to governance priorities, performance, and fulfilment of election pledges.

As Bihar prepares for yet another Nitish Kumar-led administration, the coming days will shape the political and administrative course of the state—potentially marking the beginning of one of its most stable and strategically assembled governments in recent years.
