Modi Calls UNSC Reform a “Necessity” at IBSA Summit in Johannesburg

Prime Minister Narendra Modi delivered a decisive call for comprehensive reform of the United Nations Security Council (UNSC) during the India-Brazil-South Africa (IBSA) leaders’ summit, asserting that updating global governance structures is “no longer an option, but a necessity.” Addressing fellow leaders Luiz Inácio Lula da Silva of Brazil and Cyril Ramaphosa of South Africa, Modi urged the grouping to send a unified and unequivocal message advocating modernisation of international institutions to reflect contemporary geopolitical realities.

Push for Global Governance Reform

Modi underscored that the UNSC’s present configuration — shaped in the aftermath of World War II — does not mirror the global power distribution of the 21st century. He highlighted that none of the IBSA nations hold permanent membership in the Council, a gap that, he stressed, represents the structural imbalance that reform must address.

Calling the world “fragmented and divided,” Modi said IBSA has a critical responsibility to champion unity, equity, and cooperation. By raising a collective voice, the three major democracies of the Global South can reinforce the urgency of making global institutions more inclusive and representative.

Security and Counter-Terrorism Coordination

A significant portion of Modi’s address focused on strengthening the bloc’s security cooperation. He proposed that IBSA institutionalise National Security Adviser–level meetings to boost coordination, especially in the domain of counter-terrorism. Emphasising the need to combat global terror without compromise or partiality, he warned against “double standards” in assessing and responding to threats.

Digital Innovation, AI, and Climate Initiatives

Modi also outlined an expansive development agenda aimed at deepening trilateral cooperation. Key proposals included:

  • IBSA Digital Innovation Alliance
    A framework to share digital public infrastructure such as digital payment platforms, health systems, cybersecurity tools, and women-driven tech initiatives.
  • Climate-Resilient Agriculture Fund
    A joint mechanism to support sustainable, climate-smart farming practices across the three nations.
  • AI Partnership and Ethical Standards
    An invitation to participate in India’s upcoming AI Impact Summit to collectively develop global norms for safe, human-centric artificial intelligence.

These initiatives, he said, would not only enhance development outcomes but also enable IBSA to act as a frontrunner in shaping the technological and climate agenda of the Global South.

A Strategic Moment for the Global South

The summit took place during the first G20 meeting hosted on African soil, adding symbolic weight to IBSA’s call for reform. Modi noted that the Global South has held consecutive G20 presidencies over the last four years — a moment he described as historic and ripe for advancing the reform narrative.

Representing three continents and three emerging economic powers, IBSA, he said, stands uniquely positioned to influence the global order if it speaks with a unified voice.

The demand for UNSC reform has gained traction internationally, driven by issues of legitimacy, transparency, and representativeness. Modi’s strong pitch highlights:
