The Uttar Pradesh government has unveiled its ambitious Vision-2030 Road Safety Action Plan, aiming to reduce road accident fatalities by 50 percent by 2030. The plan, built on a multi-pronged 5-E strategy — Engineering, Enforcement, Emergency Care, Education, and Environment — seeks to address the state’s high accident rates through infrastructure improvements, technological interventions, policy reforms, and public awareness campaigns.
Road safety has emerged as a critical challenge in Uttar Pradesh, with over 24,000 fatalities recorded last year. Authorities have highlighted that nearly 40 percent of victims died before receiving medical assistance, while speeding, drunk driving, and mobile phone use contributed to a significant portion of fatal accidents. Children remain a vulnerable group, accounting for 8 percent of deaths and 31 percent of serious injuries.
The 5-E Strategy in Action
The Vision-2030 plan is structured around five key pillars:
- Engineering: Upgrading highways and district roads, repairing accident-prone “black spots,” deploying AI-based traffic management, and installing CCTV surveillance.
- Enforcement: Strengthening traffic law enforcement through modern tools, integrating e-challan systems with vehicle and insurance databases, and deploying special patrol units to curb unsafe driving.
- Emergency Care: Improving trauma care facilities, expediting first-response services, and integrating real-time accident reporting with healthcare and police systems.
- Education: Launching road safety campaigns in schools and communities, driver training programs, and awareness initiatives targeting high-risk behaviors.
- Environment: Ensuring safer road design, pedestrian infrastructure, proper lighting, and well-maintained roads, particularly in rural and semi-urban areas.
The government has also approved a pilot AI-driven road safety project to identify high-risk zones, predict accident-prone patterns, and provide data-driven insights for authorities. A dedicated road safety agency and a volunteer network under the proposed “Sadak Suraksha Saathi” program are planned to ensure long-term implementation and community participation.
Budget and Implementation
For the 2025–26 fiscal year, the state has allocated ₹181.55 crore for road safety initiatives, including awareness drives, infrastructure upgrades, and enhanced enforcement across all 75 districts. High-risk districts will receive priority funding, and special police teams have been deployed in 20 accident-prone districts covering 89 critical corridors and more than 3,000 accident hotspots.
Integration of e-challan systems, vehicle licensing, insurance verification, and analytics platforms is intended to build a unified and efficient transport monitoring ecosystem. Officials emphasize that sustained inter-departmental coordination and public engagement will be key to achieving the plan’s ambitious targets.
Looking Ahead
Uttar Pradesh’s Vision-2030 Road Safety Action Plan represents a comprehensive, data-driven effort to tackle one of the state’s most pressing public safety challenges. By combining technology, infrastructure, enforcement, and education, the government hopes to transform road safety culture and set an example for other states grappling with similar issues.
