The move, aimed at tightening immigration controls, would replace the current “duration of status” system with a predetermined, limited period of stay—typically capped at four years.
The proposal, originally introduced during Trump’s first tenure, is part of a broader strategy to reduce both legal and illegal immigration. Under the existing system, international students holding F-1 visas are allowed to remain in the U.S. as long as they maintain valid academic status. The new plan would eliminate this flexibility, applying a uniform maximum period of stay with limited provisions for extensions.
Immigration analysts and education experts have raised serious concerns about the potential consequences of the policy. Critics argue that a fixed-term visa could disproportionately affect students enrolled in longer academic programs, such as Ph.D. and medical degrees, as well as those pursuing research-intensive or part-time courses. Universities fear that such limitations would discourage talented international students from choosing U.S. institutions, ultimately harming the country’s higher education system and global academic competitiveness.
According to data from the Institute of International Education, the U.S. hosted over one million international students in 2023, contributing approximately $33 billion to the national economy. Education advocates warn that stricter visa rules could prompt many prospective students to seek alternatives in countries with more student-friendly immigration policies, such as Canada, the United Kingdom, or Australia.
“The U.S. has long been a preferred destination for international scholars,” said a spokesperson for the American Council on Education. “Imposing arbitrary time limits on student visas risks driving away the world’s best and brightest.”
Supporters of the proposal argue that it will enhance national security and reduce visa overstays. However, immigration data indicates that overstay rates among international students are relatively low. Policy experts suggest the measure is more symbolic, reinforcing Trump’s campaign messaging on immigration rather than addressing a significant enforcement issue.
With the 2024 U.S. presidential election campaign underway, Trump’s renewed focus on immigration is seen as an effort to energize his political base.
