August 1,2025: Proceedings in both Lok Sabha and Rajya Sabha were disrupted repeatedly this week as members of the Opposition staged protests over alleged irregularities in the ongoing revision of electoral rolls in Bihar. The disruptions led to multiple adjournments during the Monsoon Session, with the issue continuing to dominate parliamentary discourse.
The protests stem from the Special Intensive Revision (SIR) of the electoral rolls being carried out in Bihar. Opposition leaders have raised concerns that a large number of voter names have been removed without proper verification, potentially affecting voters from minority and disadvantaged communities. The matter has gained urgency with state elections in Bihar expected next year.
Members from key Opposition parties, including the Indian National Congress, Rashtriya Janata Dal (RJD), Trinamool Congress (TMC), and others, entered the well of both Houses, demanding a detailed response from the government and a high-level probe into the voter list revision process.
Parliamentary functioning was impacted for two consecutive days, with sessions adjourned shortly after commencement due to sloganeering and disorder. Rajya Sabha Chairman Jagdeep Dhankhar and Lok Sabha Speaker Om Birla urged members to maintain decorum, but proceedings could not continue amid the protests.
According to Opposition claims, lakhs of names have been deleted from Bihar’s electoral rolls as part of the revision exercise. They allege that the deletions are politically motivated and call for immediate intervention to ensure fair and inclusive electoral processes.
In response to the concerns, the Election Commission of India (ECI) issued a statement defending the revision process. It clarified that all additions and deletions were being carried out according to legal provisions under the Representation of the People Act and based on field-level verification. The ECI also invited political parties to review the draft rolls and file objections if discrepancies are found.
However, the Opposition continues to press for greater transparency. RJD MP Manoj Jha, speaking in the Rajya Sabha, called for an independent investigation and emphasized that a credible electoral roll is essential to maintain the integrity of upcoming elections.
Outside Parliament, Opposition MPs also submitted a memorandum to the Election Commission seeking immediate corrective measures and a freeze on deletions until all concerns are addressed.
With the Bihar Assembly elections approaching in 2025, the issue has taken on political significance. Electoral roll revisions, typically a routine administrative process, have now become a point of contention that could influence voter trust and electoral participation.
As Parliament resumes its session, the deadlock over voter list revisions is expected to continue unless a resolution is reached between the government, the Election Commission, and the protesting parties.
