August 5, 2025 — Both Houses of Parliament were repeatedly adjourned on Monday as opposition parties staged loud protests demanding an urgent discussion on the Special Intensive Revision (SIR) of electoral rolls conducted in Bihar. Members of the INDIA bloc alleged large-scale irregularities in the voter list update process and accused the central government of attempting to manipulate electoral outcomes.
The protests, led by the Indian National Congress, began as soon as the Lok Sabha and Rajya Sabha convened for the day. Opposition MPs held placards, raised slogans, and disrupted scheduled proceedings, forcing the presiding officers to adjourn both Houses multiple times.
Allegations of Voter Manipulation
Congress MP Gaurav Gogoi, addressing reporters outside Parliament, alleged that the SIR in Bihar was carried out with “political intent” to alter voter demographics in key constituencies. “This is not just a technical revision — it is a systematic attempt to disenfranchise sections of voters,” he said.
Leaders from allied parties, including the Rashtriya Janata Dal (RJD), Trinamool Congress (TMC), and Left Front, demanded that the government allow a full-fledged discussion in both Houses. RJD MP Manoj Jha stated, “The deletion of thousands of names from electoral rolls without proper verification raises serious questions about the fairness of the upcoming elections.”
Government Dismisses Allegations
Responding to the uproar, Union Law Minister Arjun Ram Meghwal denied any wrongdoing in the revision process. “The Special Intensive Revision in Bihar was conducted in full compliance with Election Commission guidelines. All objections were invited and addressed as per standard procedure,” he said in the Lok Sabha.
He further criticized the opposition for “politicizing an administrative exercise” and disrupting important legislative business.
What Is the SIR?
The Special Intensive Revision is an exercise by the Election Commission of India (ECI) to update and verify electoral rolls. While such revisions are conducted periodically across all states, the one in Bihar has come under intense scrutiny due to its timing — just ahead of Assembly elections — and the scale of changes made.
As per data released by the ECI, over 8 lakh new voters were added, while approximately 4.2 lakh names were removed during the revision. Opposition parties have raised concerns about the criteria used for deletions and claimed that the process lacked transparency in several constituencies.
