In a significant development that has sent shockwaves through Punjab’s law enforcement community, the Central Bureau of Investigation (CBI) arrested Deputy Inspector General (DIG) Harcharan Singh Bhullar on October 16, 2025, in connection with a bribery case. The arrest followed a meticulously planned operation, during which Bhullar was apprehended while allegedly accepting an ₹8 lakh bribe from a businessman in Fatehgarh Sahib.
The case against Bhullar originated from a complaint filed by scrap dealer Akash Batra, who accused the DIG of demanding ₹8 lakh to settle a 2023 FIR lodged against him at the Sirhind police station. The CBI’s investigation revealed that Bhullar had been soliciting monthly “sewa-paani” payments of ₹5 lakh to ensure no further police action was taken against Batra’s business. On the day of the arrest, Bhullar was apprehended at his Mohali office, along with a middleman identified as Krishna, who allegedly acted as an intermediary in the bribery transaction.
Following the arrest, the CBI conducted searches at Bhullar’s properties, uncovering a staggering array of assets. The haul included approximately ₹5 crore in cash, 1.5 kilograms of gold jewellery, 22 luxury watches, and keys to high-end vehicles, including an Audi and a Mercedes-Benz. Additionally, investigators found 40 litres of imported liquor and multiple firearms, raising serious concerns about the accumulation of wealth beyond Bhullar’s known sources of income.
The investigation was bolstered by a damning WhatsApp call recording, in which Bhullar allegedly directed the middleman to collect the bribe and deliver it to him. This recording has been pivotal in substantiating the bribery allegations and has led to the filing of charges under the Prevention of Corruption Act and for possessing assets disproportionate to known sources of income.
Bhullar, a 2007-batch Indian Police Service officer, had been serving as the DIG of the Ropar Range, overseeing the districts of Mohali, Rupnagar, and Fatehgarh Sahib. His arrest marks a significant step in the CBI’s ongoing efforts to combat corruption within India’s law enforcement agencies. The discovery of such vast illicit wealth has raised questions about the effectiveness of internal oversight mechanisms and the prevalence of corruption at senior levels of the police force.
As the investigation continues, the CBI is expected to examine Bhullar’s financial records and assets in greater detail to ascertain the full extent of his alleged misconduct. The case has underscored the need for enhanced transparency and accountability within law enforcement agencies to restore public trust and ensure that those entrusted with upholding the law are held to the highest ethical standards.
