In a major step towards enhancing Indo-Pacific cooperation, India and Japan have agreed to jointly develop the Andaman & Nicobar and Lakshadweep Islands into ‘smart islands’. The initiative aims to transform the strategically significant archipelagos into hubs of digital governance, eco-tourism, renewable energy, and maritime security.
The agreement was reached during recent high-level discussions between Indian and Japanese officials, focusing on infrastructure development and sustainable growth in the island territories. Japan will offer financial assistance, technical expertise, and smart infrastructure solutions, while India will lead the implementation and security coordination of the project.
The smart island initiative includes modernisation of ports and airports, introduction of e-governance systems, and expansion of green energy sources such as solar and wind. Both countries also plan to enhance the islands’ tourism potential by promoting eco-friendly development and preserving the fragile ecosystem.
According to sources from the Ministry of External Affairs, the move is part of a broader Indo-Pacific strategy to ensure regional stability, economic integration, and resilience against natural and strategic threats. The islands, located at key maritime routes, are expected to play a crucial role in strengthening India’s maritime security and disaster preparedness.
“India and Japan share a common vision of a free, open, and inclusive Indo-Pacific. This project reflects our joint commitment to sustainable development and regional cooperation,” an MEA spokesperson said.
Japanese officials also highlighted the importance of the partnership. “We are proud to contribute to this forward-looking initiative. It reflects our shared values and determination to create smart, green, and inclusive communities,” a senior Japanese diplomat stated.
The development of smart islands is also seen as a strategic move in response to growing geopolitical activities in the Indian Ocean region. Experts suggest that enhancing infrastructure and surveillance capabilities in the islands will help India and its allies maintain maritime balance and regional influence.
Under the plan, the Andaman & Nicobar Islands, home to the Tri-Service Command, will receive priority for dual-use infrastructure to serve both civilian and military purposes. Lakshadweep, with its unique coral ecosystems, will focus more on sustainable tourism and renewable energy.
The initiative is expected to commence in phases, starting with feasibility studies and pilot projects in select locations. Officials from both countries are scheduled to conduct joint visits and assessments in the coming months.
