In the aftermath of the devastating terror attack in Pahalgam, Jammu and Kashmir, the Indian government has taken decisive measures to address national security concerns. On April 24, 2025, the Ministry of External Affairs (MEA) announced the immediate suspension of visa services for Pakistani nationals. Additionally, all existing visas issued to Pakistani citizens have been revoked, with a directive for them to exit India by April 27. The validity of medical visas has been extended until April 29.

The Pahalgam attack, which occurred on April 22, resulted in the tragic loss of 26 lives, predominantly Indian tourists. The attack was claimed by the militant organization known as “Kashmir Resistance.” Indian authorities have identified three suspects, two of whom are Pakistani nationals .

In response to the attack, India has implemented several measures to downgrade diplomatic relations with Pakistan. These include:

  • Suspension of the Indus Waters Treaty: A longstanding agreement between the two nations concerning water-sharing has been put on hold .
  • Closure of the Attari-Wagah Border: The main land border between India and Pakistan has been closed to stop any unauthorized crossings.
  • Expulsion of Pakistani Diplomats: India has expelled Pakistani defense advisors and reduced its diplomatic staff in Islamabad .
  • Revocation of SAARC Visa Exemption for Pakistani Nationals: The special visa exemption previously granted under the South Asian Association for Regional Cooperation framework has been suspended .

The MEA has also issued an advisory urging Indian citizens to refrain from traveling to Pakistan due to escalating tensions and security concerns.

Prime Minister Narendra Modi condemned the attack, describing it as a heinous act against innocent civilians. He stressed India’s determination to ensure that those responsible are held accountable. Defense Minister Rajnath Singh echoed this sentiment, stating that those responsible, along with their supporters, would face severe consequences .

Pakistan has rejected any connection to the attack, dismissing India’s claims as unfounded. However, the Indian government maintains that the evidence points to cross-border elements being complicit in the incident.

The international community has expressed concern over the escalating situation. Leaders from various countries have called for restraint and urged both nations to engage in dialogue to prevent further deterioration of relations.

In the wake of the attack, security measures have been strengthened throughout Jammu and Kashmir. Authorities are conducting extensive operations to apprehend the remaining suspects and dismantle any associated militant networks.

The Pahalgam incident underscores the fragile nature of peace in the region and the importance of sustained efforts to combat terrorism and foster stability.
