In one of the largest synthetic-drug seizures reported in the national capital, the Narcotics Control Bureau (NCB) and the Special Cell of Delhi Police have dismantled a major transnational methamphetamine cartel, recovering approximately 328 kilograms of high-purity methamphetamine from a residence in South Delhi. The breakthrough, achieved under the coordinated intelligence initiative known as Operation Crystal Fortress, marks a critical milestone in India’s intensified crackdown on narcotics and terror-linked networks.
Highly Coordinated Multi-Agency Raid
The meticulously planned operation unfolded after months of surveillance, intelligence analysis, and technical monitoring of suspected operatives linked to an international drug network. Investigators zeroed in on a residential property in Chhatarpur, which functioned as a storage hub for the cartel’s large-scale distribution activities.
Authorities arrested two individuals, including a woman from Nagaland who managed the premises and allegedly played a key role in facilitating the safe-house operations. Another arrested individual, Shane Waris, acted as the cartel’s “sales manager,” operating through fake SIM cards, encrypted communication platforms, and instructions from foreign-based handlers.
Sophisticated Modus Operandi
The cartel reportedly maintained a multi-layered operational structure involving:
- Multiple safe houses spread across Delhi
- Encrypted communication for coordination
- Handlers operating from overseas locations
- A network of couriers and regional facilitators
The syndicate is believed to be linked to a previously known mastermind operating from abroad, who is already under the scanner in another narcotics case involving a significant cocaine seizure in Delhi.

The seized methamphetamine, valued at Rs 262 crore, highlights the growing penetration of synthetic drugs into India’s illicit drug market. Authorities noted that methamphetamine, due to its high profit margins and ease of transportation, has increasingly become a preferred substance for transnational drug cartels seeking to expand into South Asian markets.

Union Home Minister Amit Shah commended the agencies for their seamless coordination and emphasized the government’s commitment to eradicating drug trafficking networks.
