The Central Government has issued a nationwide directive to cancel ration cards that have remained inactive for six consecutive months. In a circular sent to all state governments, the Centre has instructed that a thorough verification process, including field visits and e-KYC, must be completed within three months of identifying such inactive cards. The move is aimed at enhancing the efficiency of the Public Distribution System (PDS) and ensuring that subsidised food grains reach only eligible beneficiaries.
According to the circular issued by the Department of Food and Public Distribution, ration cards that have not been used for availing entitlements over a six-month period will be flagged for review. State governments are now responsible for verifying the status of these cards through door-to-door surveys and Aadhaar-linked electronic Know Your Customer (e-KYC) authentication. Cards found to be ineligible after verification will be permanently deactivated.
Officials stated that the measure is intended to curb the misuse of government subsidies and reduce the presence of ghost or duplicate beneficiaries in the system. “This will help plug the leakages and make the system more transparent and accountable,” said a senior official from the Ministry of Consumer Affairs.
Currently, more than 80 crore people are covered under the National Food Security Act (NFSA), but recent internal assessments indicate that a significant number of ration cards have remained unused, raising concerns over potential misuse and inefficiency. By cleansing the beneficiary list, the government aims to redirect resources towards deserving households who are still facing food insecurity.
As part of the process, ration cardholders flagged as inactive will be notified and asked to complete e-KYC formalities. Those who fail to respond or are found ineligible will have their cards cancelled. However, the government has clarified that cases of genuine inaccessibility—such as illness, temporary migration, or other unforeseen circumstances—will be considered with due leniency.
The integration of e-KYC is also seen as a step toward further strengthening the “One Nation, One Ration Card” scheme, which enables beneficiaries to collect their entitlements from any fair price shop across the country.
States have been instructed to submit progress reports on the verification and cancellation process. The Centre has warned that delays or non-compliance may affect the release of central funds allocated to states for PDS operations.
This development is expected to have a significant impact on ration card holders across the country and is seen as a strong step toward creating a more transparent and accountable food distribution framework.
