August 21,2025 — The Government of India has estimated that the country incurs annual losses amounting to nearly ₹20,000 crore due to real-money gaming platforms. Officials stated that the losses primarily arise from tax evasion, unregulated transactions, and the growing use of offshore gaming applications.
According to government sources, the expansion of online gaming platforms offering betting, card games, and fantasy sports has led to a surge in financial outflows. Many operators, particularly those registered outside India, reportedly bypass domestic tax laws, resulting in revenue losses to the exchequer.
The Ministry of Finance noted that several companies continue to operate without proper licensing or compliance with Goods and Services Tax (GST) regulations. Authorities revealed that investigations are underway against multiple gaming platforms suspected of concealing actual revenues.
Experts have raised concerns that real-money gaming not only causes fiscal losses but also poses risks of addiction and financial distress among users. Consumer protection groups have urged stricter monitoring of digital gaming platforms and greater awareness campaigns to safeguard vulnerable players.
In recent months, the government has taken steps to regulate the sector. The imposition of a 28 percent GST on online gaming, casinos, and horse racing was announced earlier, aimed at streamlining tax compliance. However, officials admit that enforcement remains a challenge, especially in cases involving cross-border transactions.
Industry representatives, meanwhile, argue that excessive taxation may hinder growth and discourage innovation in the gaming ecosystem. They have called for a balanced approach that ensures revenue protection for the government while supporting responsible gaming practices.
The estimated annual loss of ₹20,000 crore underscores the scale of the challenge faced by policymakers. With the online gaming industry continuing to grow rapidly, the government is expected to introduce stricter measures to regulate platforms and recover lost revenues.
