September 4, 2025: The Centre, the Manipur government, and Kuki-Zo groups on Wednesday signed an agreement to renew the Suspension of Operations (SoO) and reopen National Highway 2 (NH-2), officials said. The pact was finalized after extensive talks in New Delhi between representatives of the Ministry of Home Affairs (MHA) and Kuki-Zo leaders.

The renewed SoO aims to restore peace and normalcy in Manipur following years of ethnic tensions between the Meitei and Kuki-Zo communities. The original SoO, signed in 2008, had lapsed in February 2024 amid renewed violence, disrupting transport and daily life in several districts.

Under the new agreement, the Kuki-Zo armed groups will relocate to designated camps under supervision, while ensuring the security of surrounding areas. Both the state government and the Centre committed to upholding Manipur’s territorial integrity, easing fears of further clashes.

Reopening NH-2, a crucial artery connecting the state’s hill and valley regions, is expected to revive trade and facilitate the movement of essential goods. Local authorities have confirmed that traffic will resume in stages, with additional security arrangements in place.

Officials described the pact as a major step toward reconciliation and long-term stability in the region. “This agreement reflects the collective commitment of all parties to peace and development in Manipur,” an MHA spokesperson said.

The move has been welcomed by local residents and traders, who have faced significant hardships due to road blockages. Security forces have intensified patrolling along the highway to ensure safe and uninterrupted travel.

Analysts noted that sustained dialogue and strict adherence to the SoO will be critical in preventing future unrest. The renewed agreement is seen as a test of the state government’s ability to maintain peace while addressing the grievances of tribal communities.
