Kolkata has once again emerged as India’s safest city, securing the top position for the fourth consecutive year, according to the latest data released by the National Crime Records Bureau (NCRB). The 2023 report reveals that the city recorded the lowest rate of cognisable offences per lakh population among India’s 19 major metropolitan areas.
The data shows that Kolkata registered 83.9 cognisable crimes per lakh population in 2023 — a marginal decline from 86.5 in 2022 and 103.5 in 2021. This consistent reduction reflects the city’s sustained emphasis on public safety, community engagement, and efficient law enforcement.
Consistent Performance in Crime Control
According to NCRB figures, Kolkata’s crime rate remains significantly lower than that of other large Indian metros, including Delhi, Mumbai, Bengaluru, and Chennai, all of which reported considerably higher offence rates per lakh population. The report also notes that Kochi topped the list for the highest crime rate among metropolitan cities, while Kolkata stood firmly at the bottom, marking a notable contrast in urban crime trends across the country.
Despite the overall positive record, the city did witness a slight increase in serious offences, including 43 murder cases in 2023, up from 34 in 2022. However, the NCRB data indicates that violent crimes as a whole have declined, supported by improvements in surveillance and swift response mechanisms implemented by the Kolkata Police.
Crimes Against Women Among the Lowest
Kolkata also maintained a strong position in terms of women’s safety, recording 1,746 cases of crimes against women in 2023 — with a crime rate of 25.7 per lakh, the third lowest among major Indian cities. This statistic reinforces the city’s reputation for being one of the most secure metros for women, backed by initiatives such as increased patrolling, women’s help desks, and community policing efforts.
Senior police officials attribute this consistent performance to technology-driven policing and citizen cooperation. “Our focus has been on preventive action, real-time surveillance, and quick intervention. The trust and support of the people have been central to maintaining law and order,” said a senior officer from the Kolkata Police Headquarters.
Public Response and Expert Insights
Residents and experts have welcomed the NCRB findings, highlighting Kolkata’s strong social fabric and civic responsibility. “The sense of community here plays a big role in ensuring safety. People look out for one another, and that’s something unique to the city,” said Dr. Ananya Sen, a sociologist from Jadavpur University.
However, analysts caution against complacency. With the rise of cybercrime and financial fraud across India, experts suggest that Kolkata must continue investing in digital policing infrastructure and public awareness programmes to address emerging security challenges.
