A major security alert has been triggered in Jammu and Kashmir following the detention of a 29-year-old Chinese national, identified as Hu Congtai, who was found travelling across multiple sensitive locations in the Union Territories of Jammu & Kashmir and Ladakh in violation of his tourist visa conditions. His digital activity, including online searches related to CRPF deployments and Article 370, has intensified concerns among security agencies about potential espionage or reconnaissance efforts.
Visa Violation and Unauthorised Travel
Hu Congtai arrived in India on November 19 on a tourist visa that restricted his travel to specific Buddhist-religious destinations including Varanasi, Agra, Delhi, Jaipur, Sarnath, Gaya and Kushinagar. However, within a day of arriving, he flew to Leh without seeking mandatory FRRO permission required for foreigners visiting restricted or strategic zones.
Over the following days, he is believed to have travelled extensively across Ladakh and various sensitive sites in Srinagar, including Shankaracharya Hill, Dal Lake, Mughal Gardens and the Hazratbal shrine. Security officials noted that he stayed in an unregistered guesthouse in Srinagar, circumventing the requirement for foreign nationals to register their stay with local authorities.
Suspicious Digital Footprints
Security concerns escalated sharply after forensic teams examined his mobile phone and found browsing activity related to CRPF deployment locations and Article 370—the former constitutional provision governing Jammu and Kashmir’s special status until its abrogation in 2019. Investigators are assessing whether the searches were part of a deliberate attempt to gather intelligence on India’s security infrastructure.
Additionally, Hu had managed to obtain an Indian SIM card through open-market channels and frequently changed his accommodation, raising further suspicion about attempts to evade tracking. Authorities are also probing whether he deleted data from his phone before detention.
Multi-Agency Investigation Underway
Following an alert about “unusual online activity,” security forces detained Hu in Srinagar and transferred him to Police Post Humhama in Budgam district for interrogation. Multiple agencies—including intelligence and counter-terror units—are questioning him to determine the intent behind his travel, communications and online searches.
Preliminary indications suggest he may eventually be deported for visa violations, but agencies are first examining whether his movements align with any larger network or foreign-backed surveillance effort.
