The Election Commission of India (ECI) has announced the commencement of the second phase of the Special Intensive Revision (SIR) of electoral rolls in twelve states and union territories, beginning October 27, 2025. The move aims to ensure updated and error-free voter lists ahead of the upcoming electoral cycle. Notably, Assam has been excluded from this phase of the revision process.
According to the ECI, the ongoing revision is part of a comprehensive nationwide exercise to maintain transparency, inclusivity, and accuracy in the voter registration process. The Commission has urged all eligible citizens, particularly first-time voters, to verify their details, enroll, or make necessary corrections before the final publication of the rolls, scheduled for February 7, 2026.
Objective of the Special Intensive Revision
The Special Intensive Revision serves as a crucial mechanism to update voter lists and remove discrepancies before major elections. This phase involves door-to-door verification, inclusion of new voters who have turned 18, and correction of existing records, including changes in name, address, or other particulars. The exercise will also ensure the removal of duplicate or deceased entries to maintain the integrity of the electoral data.
The ECI has emphasized the importance of public participation in the revision process, urging citizens to utilize both online and offline platforms for registration. The Voter Helpline App, National Voters’ Service Portal (NVSP), and local election offices are providing facilities to submit claims and objections.
States and Union Territories Covered
While the Election Commission has not released the full list of participating regions in this phase, it has confirmed that Assam will not be part of the current revision process due to its ongoing delimitation and voter list adjustments. The northeastern state underwent a separate revision earlier this year, aligning with its distinct electoral requirements.
For the other twelve states and union territories, the revision will be conducted under the supervision of respective Chief Electoral Officers, ensuring adherence to the Commission’s standardized procedures and timelines.
Public Awareness and Voter Inclusion
To maximize outreach, the ECI has initiated extensive awareness campaigns through print, digital, and social media. Booth-level officers have been deployed across districts to assist citizens in filling forms and verifying details. Educational institutions are also being engaged to facilitate registration drives for young voters.
The Commission reiterated its commitment to inclusivity by encouraging the participation of women, senior citizens, persons with disabilities, and members of marginalized communities. Special camps will be organized in rural and remote areas to ensure no eligible voter is left behind.
