The Parappana Agrahara Central Prison in Bengaluru has become the centre of a major controversy after multiple viral videos surfaced, allegedly showing high-risk inmates enjoying VIP privileges inside the facility. The footage, which quickly spread across social media, depicted prisoners using mobile phones, watching television, and even engaging in parties with liquor and snacks. Following widespread outrage, the Karnataka Government took swift action, suspending top prison officials and ordering a high-level probe into the matter.
The videos reportedly feature inmates including a convicted serial rapist and a suspected recruiter for the banned terrorist organisation ISIS. Authorities have confirmed that at least five videos, including three from 2023 and two more recent clips, are under investigation. In one of the videos, Umesh Reddy, a serial rapist convicted of multiple crimes, can be seen using two smartphones. Another clip allegedly shows an ISIS recruiter speaking on a mobile phone within the prison premises.
These revelations have drawn sharp criticism from opposition leaders and civil society groups, who have accused the ruling government of turning the state’s high-security prison into a “luxury resort” for dangerous criminals. Critics argue that the incident exposes deep flaws in the prison system and raises serious concerns about national security. In response to the mounting pressure, Karnataka Home Minister G. Parameshwara has announced a one-month inquiry headed by an Additional Director General of Police (ADGP)-rank officer.
As part of the immediate measures, the Chief Superintendent of Parappana Agrahara Central Prison has been transferred, while two other senior officials have been suspended pending further investigation. The inquiry will focus on determining how mobile phones, liquor, and other contraband items were smuggled into the high-security facility. It will also examine whether prison staff colluded with inmates to facilitate these illegal privileges.
The state government has additionally ordered a technical audit of all major prisons in Karnataka. Measures such as real-time CCTV monitoring, stronger mobile-signal jamming systems, and stricter separation between under-trial and convicted inmates are being implemented. The government also plans to recruit additional wardens and strengthen internal oversight mechanisms to address chronic staff shortages.
Experts believe the scandal exposes systemic issues plaguing Indian prisons, including overcrowding, corruption, and inadequate supervision. Similar reports from other facilities, such as the Mysuru jail where contraband items were allegedly available for purchase, suggest that the problem extends beyond a single institution.
The Parappana Agrahara episode has ignited a broader debate about accountability within India’s correctional system. While the Karnataka government’s swift response has been welcomed, many question whether short-term disciplinary actions can bring long-lasting reform. The outcome of the ongoing investigation, expected within a month, will determine whether these incidents were isolated lapses or symptoms of a deeper administrative breakdown.
