The Madras High Court on Friday dismissed several petitions seeking a Central Bureau of Investigation (CBI) probe into the tragic Karur rally stampede that claimed 41 lives on September 27, 2025. The bench, while rejecting the pleas, directed the formation of a Special Investigation Team (SIT) and issued strict guidelines to regulate future political rallies.

The petitions, filed by political leaders and activists, demanded an independent CBI investigation into the incident that occurred during a Tamilaga Vettri Kazhagam (TVK) rally led by actor-turned-politician Vijay. The rally, held in Velusamypuram, Karur district, attracted nearly 27,000 attendees, significantly exceeding the sanctioned capacity of 10,000, which contributed to the tragedy.

Court’s Ruling and Directives

The division bench observed that the investigation was already underway and that it was premature to transfer the case to the CBI. The court advised petitioners to approach the Madurai bench for further action. In a notable decision, the court ordered the creation of a SIT under senior IPS officer Asra Garg to investigate the incident thoroughly.

In addition, the court issued directives to prohibit all political rallies along state and national highways in Tamil Nadu until Standard Operating Procedures (SOPs) for crowd management and public safety are implemented. These measures aim to prevent recurrence of such disasters in the future.

The rally was organised by TVK founder Vijay to address supporters ahead of upcoming elections. Eyewitnesses reported that Vijay’s arrival was delayed by nearly eight hours, leading to crowd restlessness. Attendees surged toward the stage area when he finally arrived, triggering panic.

The stampede intensified near a shed containing a generator and a broadcast van, where overcrowding and a lack of safety zones led to multiple people being crushed. First responders reported chaotic scenes with many victims unable to escape in time due to poor crowd control and inadequate police deployment.

Political and Public Response

The tragedy has stirred widespread debate across political and civil society platforms. Critics have accused the Tamil Nadu government of shielding the rally organisers, pointing out that Vijay’s name was missing from the First Information Report (FIR). A writ petition filed in the Madras High Court echoed such concerns, demanding accountability and stricter oversight for mass gatherings.

In response, Vijay expressed grief over the loss of lives and announced ₹20 lakh compensation for each deceased victim’s family and ₹2 lakh for those injured. The Tamil Nadu government has also announced ₹10 lakh in ex gratia relief for each deceased victim’s family. Several political leaders and parties have voiced condolences, and opposition leaders have demanded transparency and accountability in the probe.

Way Forward

The court’s refusal to order a CBI probe, combined with the establishment of the SIT, indicates a judicial preference for a state-led, structured investigation. However, the ruling also places significant responsibility on the Tamil Nadu government to ensure the implementation of stringent safety regulations for rallies and public events.

The Karur tragedy remains a sobering reminder of the importance of crowd management and public safety protocols during political gatherings. The SIT’s investigation and the High Court’s new directives will be closely watched, not only by the families of victims but also by the wider public and political stakeholders.
