August 2025 -Mumbai has emerged as the safest city for women in India, according to the National Annual Report and Index on Women’s Safety (NARI) 2025, released by the National Commission for Women (NCW).
The report surveyed 12,770 women across 31 cities, assessing factors such as public safety, law enforcement effectiveness, and infrastructure. Mumbai’s high ranking is attributed to robust law enforcement, well-lit public spaces, and a strong presence of women-friendly infrastructure.
In contrast, Delhi has been identified as one of the least safe cities for women. The report highlights concerns over harassment, inadequate public transportation safety, and a perceived lack of institutional responsiveness. These factors contribute to a significant trust deficit among women in Delhi regarding authorities’ effectiveness in addressing safety issues.
The NARI 2025 report categorizes cities into four tiers based on their safety scores: “much above,” “above,” “below,” and “much below” the national benchmark. While Mumbai ranks in the “much above” category, Delhi falls into the “much below” tier, indicating a pressing need for targeted interventions to enhance women’s safety.
Experts suggest that improving women’s safety requires a multifaceted approach, including better urban planning, increased civic engagement, and reforms in law enforcement practices.
