New Delhi, August 6, 2025 – Prime Minister Narendra Modi on Tuesday inaugurated Kartavya Bhavan-3, a newly constructed administrative building under the Central Vista redevelopment project. The modern facility, located near Kartavya Path, is set to house multiple central government ministries and departments, aiming to streamline administrative operations and improve coordination.
The inauguration ceremony was attended by Union ministers, senior officials, architects, and engineers involved in the project. Addressing the gathering, Prime Minister Modi described Kartavya Bhavan-3 as a symbol of India’s “commitment to efficient and responsible governance.” He emphasized that the building represents a balance of tradition and progress, and is a step toward creating infrastructure aligned with the needs of a new and aspirational India.
Kartavya Bhavan-3 is designed with a focus on sustainability, functionality, and digital integration. The building includes features such as solar panels, energy-efficient lighting, modern office spaces, and centralized digital systems aimed at supporting paperless workflows. According to officials, it will accommodate several key ministries, helping reduce delays caused by geographical separation and outdated infrastructure.
The structure is part of the broader Central Vista redevelopment plan, which includes the new Parliament House, the renovated Kartavya Path, and additional administrative buildings. The project, which began in 2020, seeks to reshape New Delhi’s central government district to meet modern administrative and environmental standards.
“The Central Vista project is not just about new buildings, but about creating a more efficient and people-centric system of governance,” PM Modi said. “Kartavya Bhavan-3 is an important milestone in that direction.”
Despite the government’s emphasis on modernization, the project has faced criticism from opposition parties, environmentalists, and civil society groups. Critics have questioned the project’s timing, especially during the COVID-19 pandemic, and raised concerns about its cost and impact on heritage structures. The government, however, has defended the initiative, stating that the redevelopment was long overdue due to the outdated conditions of existing government buildings.
With Kartavya Bhavan-3 now operational, the government is expected to accelerate construction of Kartavya Bhavan-1 and 2, with the full complex targeted for completion by 2026. Once finalized, the buildings will bring together nearly all major ministries into a single, integrated administrative zone.
The Central Vista project continues to be one of the most ambitious infrastructure ventures in India’s recent history. The addition of Kartavya Bhavan-3 marks a significant moment in this transformation, reflecting the government’s push toward a more organized, sustainable, and tech-driven administrative setup.
