Sukoon Empire Halal Township Near Mumbai Faces Backlash Over Religious Exclusivity

Mumbai, September 2025: A new residential project near Mumbai, promoted as a “Halal lifestyle township,” has triggered widespread debate over potential religious segregation. The project, named Sukoon Empire, is being developed in Karjat, Thane district, roughly 100 kilometers from Mumbai, by Sukoon Homes Builders and Developers.

The controversy began after a promotional video went viral online, showing a woman in a hijab highlighting the benefits of a “Halal-friendly environment” for families. The video emphasized community-oriented living, safety, and shared cultural and religious values.

Critics quickly voiced concern, saying the project could encourage communal segregation. National Human Rights Commission (NHRC) member Priyank Kanoongo described the advertisement as harmful to social cohesion and issued a notice to the Maharashtra government seeking an investigation into the project’s approval process.

In response, the developers removed the promotional video from social media and covered large banners in Mumbai. They stated that the project’s purpose was to provide a culturally sensitive living environment for Muslim families, not to create division or promote exclusivity.

Political leaders have also weighed in. BJP spokesperson Ajit Chavan called the project a threat to social harmony, while Shiv Sena (Shinde faction) spokesperson Krishna Hegde demanded a thorough inquiry into the legality and intent of the development.

Supporters of Sukoon Empire argue that the project addresses housing challenges faced by Muslim families, pointing out that discriminatory practices in mainstream housing markets often limit their options. They contend that such projects create safe and culturally appropriate living spaces for communities that face housing exclusion.

The NHRC has formally initiated an investigation, requesting the Maharashtra Chief Secretary to report whether the Maharashtra Real Estate Regulatory Authority (MahaRERA) followed proper legal procedures in approving the project. MahaRERA has been asked to clarify the regulatory framework used for sanctioning the township.

The development, expected to be completed by 2030, features communal spaces, prayer areas, and facilities aimed at supporting cultural and religious practices. The developers present Sukoon Empire as a family-friendly environment where Muslim families can live according to their beliefs.

The debate surrounding Sukoon Empire has sparked broader discussions about religiously oriented housing projects, social inclusion, and urban planning. As authorities investigate, the project’s future remains uncertain, highlighting the challenges of balancing cultural needs with social cohesion in India.
