Goa Assembly Passes Bill to Increase Daily Working Hours in Factories to 10

The Goa Legislative Assembly on Friday passed the Factories (Goa Amendment) Bill, 2025, increasing the maximum daily working hours for factory workers from 9 to 10. The decision has triggered strong reactions from opposition parties and labour unions, who allege the move could compromise workers’ rights and well-being.

The bill was introduced by Labour and Employment Minister Atanasio “Babush” Monserrate, who stated that the amendment aims to enhance industrial productivity and bring Goa in line with broader national labour reforms.

“This amendment is a step toward boosting the ease of doing business and providing operational flexibility to industries in Goa,” said Monserrate during the Assembly proceedings. “It does not compromise on workers’ rights, as the total weekly working hours will still be capped at 60.”

Under the new legislation, factories in Goa will now be permitted to operate for up to 10 hours a day per worker, with overtime limits extended to six hours per week. The bill includes provisions to ensure that overtime remains voluntary and is compensated in accordance with existing labour norms.

However, the amendment has sparked criticism from opposition parties and labour activists, who claim it was passed without adequate stakeholder consultation.

“The government is pushing an anti-labour agenda under the guise of industrial growth,” said Goa Forward Party MLA Vijai Sardesai. “Increasing daily work hours will only benefit factory owners and investors while placing a heavier burden on workers.”

Labour unions across the state have voiced concerns about the long-term health impacts of extended work shifts, especially in physically demanding industries. They are also demanding stronger enforcement of compensation and rest period regulations.

In contrast, industry bodies such as the Goa Chamber of Commerce and Industry (GCCI) welcomed the move. In a statement, the GCCI said the amendment would help companies optimize production schedules and meet global demand more efficiently.

“This flexibility is essential for Goa’s competitiveness, especially in export-oriented sectors like pharmaceuticals, logistics, and IT,” the GCCI stated.

The bill aligns with ongoing labour law reforms across several Indian states. States like Karnataka, Gujarat, and Uttar Pradesh have already made similar amendments, reflecting the Centre’s push to modernize labour policies under the four new labour codes.

Experts caution, however, that while such reforms may help attract investments, adequate safeguards must be ensured to prevent misuse and ensure compliance with health and safety standards.

The Factories (Goa Amendment) Bill, 2025, will come into effect after receiving the Governor’s assent. Its implementation is expected to be closely monitored amid rising tensions between industrial stakeholders and worker advocacy groups.
