The Ministry of Home Affairs has formally announced that the Population Census 2027 will be carried out in two phases, marking the launch of preparations for India’s next decennial census. A notification released by the government also outlines the reference dates for conducting the enumeration exercise across different regions.

As per the notification issued by the Office of the Registrar General and Census Commissioner of India, the census will be divided into two major segments — the Houselisting and Housing Census followed by the Population Enumeration. This phased approach is intended to improve the efficiency and accuracy of data gathering across the nation.

The government has specified that the reference date for the census will be March 1, 2027, for most parts of the country. However, in regions with difficult weather conditions, such as the snow-bound areas of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, the exercise will use October 1, 2026, as the reference point.

This announcement sets the stage for the execution of the largest demographic survey undertaken in India. The previous census, scheduled for 2021, was postponed due to the COVID-19 pandemic. The 2027 census will now fill this gap, offering fresh insights into the population structure of the country.

The Home Ministry has also indicated that the upcoming census will incorporate digital tools for the first time on a large scale. Data collection is expected to be facilitated through mobile applications, with provisions for online self-enumeration, thereby reducing manual errors and speeding up data processing.

Authorities have emphasized that the findings from Census 2027 will be instrumental in guiding developmental planning, public welfare initiatives, and resource distribution. Additionally, the data will be vital in the review of administrative boundaries and legislative representation, ensuring governance structures remain aligned with demographic realities.

Preparatory work, including training programs for field staff and public awareness campaigns, will be rolled out in advance to ensure the smooth execution of the census. The government has urged all state and local administrations to offer full cooperation in facilitating this nationwide operation.

With the formal notification now in effect, India moves closer to undertaking a comprehensive, modernized census that will shape future policy and governance frameworks over the next decade.
