July 18,2025 – In a major development in global counter-terrorism efforts, the United States has designated The Resistance Front (TRF), the terror outfit behind the recent deadly attack in Jammu and Kashmir’s Pahalgam, as a Foreign Terrorist Organisation (FTO) and a Specially Designated Global Terrorist (SDGT) entity.
The announcement by the US State Department comes days after the July 8 ambush in South Kashmir, where five Indian Army personnel were killed. Indian intelligence agencies had identified TRF operatives as being responsible for the attack. The TRF is widely considered to be a proxy group of the banned Lashkar-e-Taiba (LeT), created to project a local image to Pakistan-backed terrorism in the region.
Reacting to the decision, India welcomed the US move, calling it a “timely and important step” that reflects growing Indo-US cooperation on counter-terrorism. The Ministry of External Affairs stated, “The designation of The Resistance Front as a Foreign Terrorist Organisation and a Specially Designated Global Terrorist by the US is a welcome and timely step. It reflects the close India-US partnership and shared commitment to eradicate terrorism in all its forms.”
The designation imposes severe legal and financial restrictions on the group. All TRF assets and interests within US jurisdiction are now frozen, and US citizens are prohibited from conducting any transactions with the group. The move also enables closer international scrutiny and coordination in tracking the group’s activities and funding channels.
TRF, which emerged in 2019, has been responsible for several targeted killings and terror attacks in the Kashmir Valley. Security agencies in India have consistently flagged its deep ties with Lashkar-e-Taiba, accusing Pakistan’s intelligence agencies of facilitating the creation and support of the outfit to rebrand cross-border terrorism as “local resistance”.
Counter-terrorism experts say the US designation bolsters international recognition of Pakistan’s continued support to terror outfits and serves as a warning to nations harbouring or enabling such entities. “This action strengthens the global stance against proxy terrorist groups and state-sponsored terrorism,” said Ajay Sahni, Executive Director of the Institute for Conflict Management.
The US has increasingly aligned itself with India’s concerns over terrorism emanating from across the border, and recent designations reflect a broader shift towards holding terror actors and their sponsors accountable. The latest move is expected to place further diplomatic pressure on Pakistan and add momentum to international efforts targeting terror financing.
The designation of TRF as both an FTO and SDGT not only isolates the group globally but also reaffirms the strategic convergence between New Delhi and Washington on key security concerns. As the two nations deepen their collaboration in the Indo-Pacific and beyond, such steps underscore a joint resolve to combat terrorism at every level.
